Under the leading of the school Party Committee, publicize the Marxism-Leninism, the Mao Zedong Thought, Deng Xiaoping Theory and “Three Represents” the important thought; Publicize the ideological line, principles and policies of the Party; Publicize the school reform and its development, pay attention to the ideology political work and the spiritual civilization construction, and work as a staff officer and assistant for the Party committee. The main duty are as following:
 
First, Be responsible for the politics theory education of the entire school and the situation policy education.
 
1st.Take charge of drawing up the political theory education plan and the concrete scheme on the entire school teaching and administrative staff each semester, make an educational program with the student union to formulate the political theory, the situation policy and the concrete plan of undergraduates and postgraduates. Hand out the said documents after the examination and approval has been made by the Party committee.
 
2nd.Instruct each college Party committee and main branch, subordinate branch with the organization and implementation of the educational activity on political theory education and situation policy. Inspect the study situation of students, and summarize the interchanged learning experience.
 
3rd. Assist the secretary of the school Party committee to manage the theoretical study of the school center study group, play an exemplary role and fully show the influence of this group.

4th.Compile and print the related study material and supplementary material, and then hand them out promptly.
 
5th.Be responsible for organizing the supplementary report of the political theory study and the situation policy education of the entire school teaching and administrative staff.
 
6th.Do a good job for the political theory education of the entire school leading cadres with the Party school.
 
Second, Undertake the task of the ideology political work on the teaching and administrative staff which the Party committee has required.
 
1st. According to the requirement of the Party committee, work out the plan of ideology political work for the entire teaching and administrative staff, instruct each main branch and subordinate branch to positively explore the ideology political work of the teaching and administrative staff, make a clear aim and attach importance to the effectiveness and improvement of this job. Under the instruction of the general Party branch and the subordinate branch, the Party and government union jointly manage and run the operating mechanism.
 
2nd. Connect deeply with the grass roots, investigate and study the teaching and administrative staff’s ideology political condition, study the new situation, explore the new methods, summarize the new experience of communication, and work in the light of the said above.
 
3rd. Go to each main branch and subordinate branch for investigating and understanding regularly the teaching and administrative staff’s thought and politics condition and pay attention to their “hot point” issues. According to the investigation, make an overall analysis of the staffs’ ideology, and make a report in the form of paper to the school Party committee.
 
4th.Work with the departments concerned for establishing the advanced model, organize the activity to help all the teachers and students to learn from the advanced models, heroes as well as model workers inside or outside of the school.
 
5th. Assist the department with the work of “ Educating People”, “Managing People” and “Serving for People”.
 
6th. Undertake the work from the office which is in charge of the school spiritual civilization construction, take charge of editing of the material on school evaluation report. Under the instruction of the Spiritual Civilization Construction Committee, organize and create the activity called “Advanced Department”.
 
Third, Be responsible for organizing the regular publicity work and the school cultural construction.
 
1st. Manage the school newspaper, the broadcast and fully use of the media for the supervision of public opinion on implementation of the significant policy and principle made by the Party and the country which promote the school center work .
 
2nd. Work together with the teaching staff union, the student union, as well as the school Communist Youth Committee to carry out the school cultural construction.
 
3rd.Work with the united front union and the rear service office to do a good job of the unitary work as well as the publicity education work on external affairs.

4th. Assist the organizing department with the work for the education of the Party members.

5th. Undertake other work handed over by the authority Department and the school party committee.
